The congressionally chartered commission has coordinated events with the National Park Service and state committees, scheduling ceremonies, military displays and public gatherings in Washington and across all 50 states and US territories. Planning documents from the Department of the Interior detail enhanced security and crowd-management measures for the National Mall and other federal sites.

The commission has emphasised themes of national history and civic participation, describing the commemorations as nonpartisan and designed to mark a historic national anniversary. Congress established the commission in 2016 to oversee the semiquincentennial preparations.

Democratic officials and civil liberties groups, including the American Civil Liberties Union, have raised concerns about the cost and political framing of the celebrations.
